This was the question asked to these women.

Their experiences vary greatly, but the underlying problem does not. Each of these women was unexpectedly harassed, and although these situations happened in public, no one intervened.

Perhaps others did not notice. Perhaps they did not realise how serious the situation was. Or perhaps they simply remained spectators.
